BBC iPlayer
Strengthens Understanding of Public Service Content Discoverability on Connected TV

As audiences increasingly discover and access television through connected TV interfaces, how and where content and services appear on those platforms has become a critical question for public service broadcasters. BBC iPlayer is the UK’s leading public service streaming platform and is available across smart TVs and connected devices. To build an independent, evidence-based understanding of content and services visibility across the connected TV ecosystem, the BBC worked with Looper Insights.

In this case study,
 we have worked on…

  • MONITOR CTV VISIBILITY ACROSS DEVICE GENERATIONS
  • MEASURE PROMINENCE USING $MPV™
  • BENCHMARK AGAINST THE UK PSB LANDSCAPE

CHALLENGE

Connected TV platforms play an increasingly influential role in shaping what audiences watch. As home screen interfaces increasingly mediate how people discover television, the ability of audiences to easily find and access trusted public service content has become a central question for UK public service broadcasters.

Understanding how audiences discover content across connected TV environments supports the BBC’s public service mission to bring people together by connecting everyone to unmissable content. Without consistent, independent measurement, there is no structured way to understand how BBC iPlayer was being surfaced to audiences across the CTV ecosystem, or to assess how platform presentation was affecting the accessibility of public service content.

SOLUTION

The BBC worked with Looper Insights for always-on CTV intelligence, tracking BBC iPlayer’s presence and prominence across key pay TV, smart TV, and connected device platforms.

At the core of this is MPV™ (Media Placement Value): Looper Insights’ proprietary metric for measuring promotional prominence, translating above-the-fold visibility and screen position into a standardised score. Looper Insights tracks how BBC iPlayer and other UK public service broadcasters are surfaced on the same CTV platforms, providing independent insight into how public service content is represented across the connected TV landscape, with Customer Success guidance aligned to major content moments and peak audience windows.

RESULT

Through always-on monitoring across a 9-week period, the BBC has gained structured, independent insight into how BBC iPlayer is surfaced to audiences on CTV home screens across multiple device generations. This provided the BBC with a consistent, repeatable framework for understanding how audiences may encounter and access public service content across the connected TV ecosystem.

MPV™ provides a standardised way to assess above-the-fold presence and screen position of content across CTV platforms. The consistent insight into how public service content is surfaced across platform home screens, provides a reliable basis for understanding how platform presentation may influence audience discovery of BBC iPlayer.

Tracking how public service content is surfaced across the same connected TV platforms gives broader context on how UK PSB services appear within platform-controlled environments. This independent intelligence supports the BBC’s ability to understand and respond to how audience access to public service content is shaped by platform presentation.

  • Always-On Visibility Monitoring: Continuous, independent monitoring of BBC iPlayer’s presence across multiple connected TV platforms and device generations, providing an ongoing picture of public service content visibility.
  • Consistent Prominence Measurement: MPV™ provides a standardised framework for assessing above-the-fold visibility and screen position, delivering repeatable, comparable measurements across all CTV platforms.
  • UK PSB Landscape Intelligence: Independent insight into how public service content is represented and surfaced across connected TV platforms, supporting a broader understanding of PSB visibility within platform-controlled environments.
  • Evidence-Based Platform Understanding: Structured, independently sourced visibility data informs how the BBC understands and discusses the prominence of public service content across connected TV platforms.
CONCLUSION

As viewing increasingly takes place through connected TV interfaces, the ability of audiences to discover and access public service content has become increasingly dependent on how those platforms surface and present UK PSB services. By working with Looper Insights, the BBC gained insight into how BBC iPlayer is surfaced to audiences across the connected TV ecosystem, delivered through MPV™ and a consistent measurement framework spanning the UK public service broadcasting landscape. This gives the BBC an independent, scalable framework for understanding how platform presentation affects audience access to public service content, and for supporting its mission of ensuring that trusted UK broadcasting remains discoverable and accessible wherever audiences choose to watch.
